The state Certification Committee, representing the Department of Finance and Administration, the Department of General Services, the Office of the Comptroller of the State Treasury, and TRICOR, evaluates every product and service CMRA presents for the State Use certification. Members review nonprofit agencies' management credentials and quality-control plans; estimated material, labor, and benefit costs; staffing requirements; price comparisons for at least three similar product lines or services; and other specifications to determine quality and competiveness in pricing before recommending certification.
